Outlook 2016 won’t autodiscover, TPM error

Scenario: Outlook 2016 on a new laptop won’t autodiscover

the laptop that we encountered this on, was pre-configured at HQ and lost its brains when moved to the client office.

The error message we received was

Your computer’s Trusted Platform Module has malfunctioned

Error code: 80090016
